In a concerted effort to ensure workers’ rights and support businesses in adhering to new regulations, the Hanoi Social Security Office (BHXH) is taking proactive steps to enhance communication, clarify doubts, and guide organizations through the implementation of updated social insurance and health insurance laws.

Efforts to Address Common Challenges
Towards the end of November, BHXH Hanoi collaborated with various agencies to host a series of dialogue and training sessions aimed at disseminating information about the revised Social Insurance Law (Law No. 41/2024/QH15) and the amended Health Insurance Law (Law No. 51/2024/QH15). The initiatives reflect a robust commitment from the local BHXH to bring social security policies closer to communities, ensuring workers’ rights are safeguarded while emphasizing the responsibilities of employers.
During a dialogue event on November 27, BHXH Hanoi partnered with the Center for Investment Promotion and Business Support to tackle pressing challenges businesses face as they implement the new laws. The conference drew considerable interest from numerous production and service enterprises in the capital.
Key Insights from the Conference

At this dialogue session, Dương Thị Minh Châu, the head of the Public Relations and Support Department for BHXH, provided a comprehensive overview of the significant points within the revised Social Insurance Law. Key updates include mandatory social insurance regulations, the expansion of voluntary social insurance, and the introduction of supplemental retirement plans. Additionally, she highlighted modifications to health insurance benefit levels, scopes, and payment mechanisms aligned with the new law.
These presentations were contextualized with practical examples to ensure businesses understand their responsibilities regarding social and health insurance for employees. This understanding enables employers to review contracts, adjust staff structures, and correct payroll processes to comply with legal standards and minimize risks of disputes or administrative penalties.
Open Discussions and Employer Concerns
The forum sparked engaging discussions, with numerous questions coming from industry representatives. Inquiries focused on criteria for determining social and health insurance contributions under the new laws, the application timeline for different employee categories, procedures for amending records, and guidance on transitioning employment contract types. BHXH officials provided thorough answers, aiming to alleviate complications for businesses in practical implementation.
In addition to resolving questions, BHXH acknowledged feedback regarding procedural improvements and vowed to enhance online public services. The agency is keen to leverage technology to optimize time and reduce costs for enterprises, marking this commitment as a primary goal for the coming period.
Promoting Policies Among Cooperatives
On the same day as the enterprise dialogue, BHXH Hanoi, in collaboration with the City Cooperative Alliance, organized a seminar to promote social insurance and health insurance policies for cooperative leaders in the Ba Dinh, Ngoc Ha, and Giang Vo wards. The event attracted over 100 chairpersons and supervisors of cooperatives from these districts.
At the seminar, Lê Thị Ngọc Nghĩa, Deputy Head of the Public Relations and Support Department at BHXH Hanoi, elaborated on recent updates to the laws, drawing particular attention to voluntary social insurance and family health insurance. She conveyed the entitlements available to individuals using their citizen identification during health insurance treatments and taught participants how to use applications like VssID and VNeID for monitoring their social and health insurance participation.
Addressing Practical Challenges Faced by Cooperatives
Participants raised various real-world challenges such as difficulties with electronic data reporting, guidance for older workers in cooperatives registering for voluntary social insurance, correction of personal information, and managing family health insurance in a landscape where many workers juggle multiple roles. All concerns were addressed and clarified on-site, empowering cooperative representatives to understand and apply the policies effectively.
Early feedback from these recent conferences demonstrates that BHXH Hanoi is preparing comprehensively to implement the new policies. When updated policies are communicated thoroughly to enterprises and workers, stakeholders will be well informed to comply with regulations while enjoying their legal entitlements.
By bridging gaps in communication and enhancing understanding of new laws, BHXH Hanoi is laying the groundwork for more effective social security implementation, ultimately benefiting workers and business operations throughout the capital.
